Process Overview

1. Submit Your Complaint to the ISB

2. Submit Your Complaint to CLERB

If you disagree with ISB’s findings, you can then submit your complaint to CLERB. Keep in mind that CLERB cannot review cases that ISB determines that there was no policy violation committed by the police officer.

3. CLERB Gathers Information

Once you’ve filed a complaint with CLERB, the Board will review the ISB complaint and interview complainants and witnesses as needed. If medical treatment is involved, you may be asked to sign a medical release form so the Board can obtain the relevant records from your medical providers.

4. CLERB Sets a Hearing Date

Some investigations can take much longer than others. Keep in mind that the Board only meets once a month. Once your hearing date is set, we will notify you at least two weeks in advance by phone or mail. You are required to attend the hearing in person.

5. CLERB Announces Results & Next Steps

After the hearing, CLERB will explain its findings to you, both in person and in writing. If determined that your complaint was sustained, it will provide recommendations to the Director of the Memphis Police Department.
