Civilian Law Enforcement Review Board

The Civilian Law Enforcement Review Board (or “CLERB”) is an independent, non-police Mayoral Agency with the authority to investigate allegations of misconduct filed by Citizens of the public against the City of Memphis Police Officers. The Board has the power to receive, investigate, hear cases, make findings and recommend action on complaints concerning the City of Memphis Police Officers. Citizens can file complaints with the Board regarding excessive force, deadly force, injuries occurred while in police custody, harassment by police, improper arrests, inadequate investigations, or any other improper conduct by a member of the Memphis Police Department. All complaints are thoroughly investigated, and the Board reports its findings to Memphis Police Department director Michael Rallings.
